अखिल भारतीय किसान सभा से संबद्ध छत्तीसगढ़ किसान सभा ने कहा है कि कल छत्तीसगढ़ विधानसभा में वर्ष 2022-23 का जो आर्थिक सर्वेक्षण पेश किया गया है, उन आंकड़ों के आधार पर ही यह कहा जा सकता है कि विकास के दावे खोखले है और वास्तविकता यह है कि प्रदेश में बेरोजगारी, आर्थिक असमानता और कर्जदारी बढ़ी है, जो प्रदेश की आम जनता की सेहत के लिए खतरनाक संकेत है।
यहां जारी बयान में छत्तीसगढ़ किसान सभा के अध्यक्ष संजय पराते और महासचिव ऋषि गुप्ता ने कहा है कि सरकारी आंकड़ों के ही अनुसार प्रदेश की 73% आबादी गरीबी सीमा रेखा से नीचे जीवन यापन कर रही है। ऐसी हालत में जीडीपी और प्रति व्यक्ति आय के बढ़ने का स्पष्ट अर्थ है कि आय की असमानता बढ़ी है और गरीब तो आय में औसतन 11% की वृद्धि से वंचित ही है। हकीकत यही है कि योजनकर्मियों सहित असंगठित क्षेत्र के मजदूर न्यूनतम मजदूरी से भी वंचित है, जो आर्थिक असमानता में वृद्धि का बड़ा कारण है।
उन्होंने कहा कि विधानसभा में सरकार ने खुद स्वीकार किया है कि प्रदेश में पंजीकृत बेरोजगारों की संख्या 19 लाख को छू रही है, जबकि ग्रामीण बेरोजगारी सहित गैर-पंजीकृत बेरोजगारों की एक बड़ी फौज खड़ी है। दूसरी ओर, सरकारी विभागों में हजारों की संख्या में पद रिक्त है। सरकारी कर्मचारियों की काम की स्थितियां भी दयनीय है और अनियमित कर्मचारियों को नियमित करने के चुनावी वादे से यह सरकार मुकर रही है। मनरेगा ग्रामीणों को रोजगार देने का एक बड़ा हथियार बन सकता था, लेकिन स्थिति यह है कि पिछले वित्तीय वर्ष में सितम्बर तक प्रति परिवार औसतन केवल 24 दिनों का ही काम दिया है और 100 दिनों का रोजगार पाने वाले परिवारों की संख्या आधा प्रतिशत भी नहीं है। इसमें भी हजारों परिवारों का मजदूरी भुगतान अभी तक बकाया है। यह सरकार के रोजगार विरोधी रवैये को ही दर्शाता है।
किसान सभा नेताओं ने कहा कि प्रदेश पर इस समय 90000 करोड़ रुपयों का कर्ज है और सिर्फ ब्याज भुगतान में ही हर माह लगभग 450 करोड़ रुपये खर्च किये जा रहे हैं। यह कर्जदारी कुल बजट का 90% और स्थिर दरों पर प्रदेश की जीडीपी का 31% से अधिक है। यह कर्जदारी प्रदेश के विकास के लिए खतरनाक है।
किसान सभा नेताओं ने आशा व्यक्त की है कि आगामी बजट इन चुनौतियों का मुकाबला करने वाला और आम जनता की क्रय शक्ति को बढ़ाकर घरेलू बाजार का विस्तार करने वाला बजट होगा।

*Economic Survey: Claims of development hollow; Unemployment, inequality and indebtedness increased — Kisan Sabha*
The Chhattisgarh Kisan Sabha, affiliated to the All India Kisan Sabha, has said that on the basis of the economic survey of the year 2022-23 presented in the Chhattisgarh Legislative Assembly yesterday, it can be said that the claims of development are hollow and the reality is that the unemployment, economic inequality and indebtedness have increased in the state, which is a dangerous sign for the health of the general public of the state.
In a statement released here today, Chhattisgarh Kisan Sabha President Sanjay Parate and General Secretary Rishi Gupta said that according to the government figures, 73% of the state’s population is living below the poverty line. In such a situation, the increase in GDP and per capita income clearly means that income inequality has increased and the poor are deprived of an average increase of 11% in income. The reality is that the workers of the unorganized sector, including the scheme workers, are deprived of even the minimum wages, which is a major reason for the increase in economic inequality.
They said that the government itself has accepted in the Vidhansabha that the number of registered unemployed in the state is touching 19 lakh, while a large army of unregistered unemployed including rural unemployment is also increased. On the other hand, thousands of posts are lying vacant in government departments. The working conditions of the government employees are also pathetic and this government is reneging on the election promise of regularizing the irregular employees. MNREGA could have become a great weapon to provide employment to the villagers, but the situation is that in the last financial year till September, on an average, only 24 days of work per family has been given and the number of families that get 100 days of employment is not even half percent. Despite this, the payment of wages to thousands of families is still pending. This shows the anti-employment attitude of the government.
Kisan Sabha leaders said that the state currently has a debt of Rs 90,000 crore and about Rs 450 crore is being spent every month only in interest payment. This debt is more than 90% of the total budget and 31% of the state’s GDP at constant rates. This indebtedness is dangerous for the development of the state.
Kisan Sabha leaders have expressed hope that the upcoming budget will be a budget to counter these challenges and expand the domestic market by increasing the purchasing power of the general masses.
